การปฏิรูปค่านิยมของสังคมไทยเพื่อนำประเทศไทยสู่สังคมประชาธิปไตย

บทคัดย่อ
          บทความนี้มีจุดมุ่งหมายที่จะนำเสนอกระบวนการปฏิรูปค่านิยมของสังคมไทยเพื่อนำประเทศไทยไปสู่สังคมประชาธิปไตย โดยได้ทบทวนวรรณกรรมที่เกี่ยวข้อง แล้วนำมาสังเคราะห์เป็นแบบจำลองเพื่อใช้เป็นแนวทางการปฏิรูปค่านิยมเพื่อการปฏิรูปสังคมไทยไปสู่สังคมประชาธิปไตย กระบวนการปฏิรูปค่านิยมของสังคมไทยตามแบบจำลองที่สังเคราะห์ขึ้นใหม่เรียกว่า “แบบจำลองแววเรี่ยม” (VAVRIEM Model) ประกอบด้วย ขั้นตอนเจ็ดขั้น คือ (1) การกำหนดวิสัยทัศน์และเป้าหมายที่ชัดเจนของสังคมไทย (2) การสร้างความตระหนักรับรู้ในวิสัยทัศน์และเป้าหมายของสังคมไทย (3) การระบุค่านิยมร่วมที่ส่งเสริมสนับสนุนวิสัยทัศน์และเป้าหมายของสังคมไทย (4) การสร้างความพร้อมและยอมรับการเปลี่ยนแปลงค่านิยมร่วมของสังคมไทย  (5) การนำค่านิยมร่วมของสังคมไทยที่ได้คัดสรรแล้วสู่การปฏิบัติ (6) การติดตามและประเมินผลการปฏิบัติ และ (7) การแก้ไขปัญหาและปรับปรุงการดำเนินงานอย่างต่อเนื่อง แบบจำลองนี้สามารถนำไปพิจารณาปรับใช้ในการดำเนินการต่อไปเพื่อให้การเปลี่ยนแปลงการปกครองของไทยเป็นบรรลุผลและนำประเทศไทยสู่สังคมประชาธิปไตยตามเป้าหมาย

Abstract

          The objective of this paper is to present a process for reforming Thai cultural values to align with democratic values. In order to propose a reform process, various literature reviews were made and “VAVRIEM Model” was developed and presented as a new reform process. The proposed reform process comprises of seven steps: (1) creating a clear vision and objective of Thai society; (2) creating awareness of vision and objective of Thai society among Thai people; (3) identifying and creating the desired core Thai cultural values that align with democratic society; (4) creating readiness for change and acceptance of the identified and created core Thai cultural values that support democratic society among Thai people; (5) implementing the identified and created core Thai cultural values that support democratic society in Thai society; (6) making follow-up and evaluation of the implementation of the identified and created core Thai cultural values that support democratic society in Thai society; and, (7) taking all necessary corrective actions. It is recommended that the proposed reform processes be implemented in order to achieve the goals outlined in this paper.
