บทคัดย่อ
          การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษานโยบายการหมุนเวียนงาน และกระบวนการหมุนเวียนงานในศูนย์ปฏิบัติการของธนาคารพาณิชย์แห่งหนึ่ง และมุมมองของหัวหน้างานและพนักงานที่มีต่อนโยบายการหมุนเวียนงาน และกระบวนการหมุนเวียนงาน รวมถึงผลที่เกิดขึ้น โดยเป็นการวิจัยเชิงคุณภาพ (Qualitative Approach) เก็บข้อมูลจากการสัมภาษณ์เชิงลึก (In-depth Interview) แบบกึ่งมีโครงสร้าง (Semi-structured Interview) พร้อมทั้งการสังเกตแบบมีส่วนร่วม (Participative Observation) รวมทั้งเอกสารภายในที่เกี่ยวข้องเพื่อนำมาใช้ในการวิเคราะห์ข้อมูลและสนับสนุนผลการวิจัย โดยผู้ให้ข้อมูลประกอบด้วย 3 กลุ่ม คือ กลุ่มหัวหน้ากลุ่มงาน กลุ่มพนักงานที่ถูกหมุนเวียนงาน และ กลุ่มพนักงานที่ไม่ได้ถูกหมุนเวียนงาน
          การหมุนเวียนงานเป็นวิธีที่มีประโยชน์ และมีประสิทธิภาพในการพัฒนาพนักงานให้มีทักษะ ความรู้ ความสามารถ เพื่อให้พนักงานสามารถเติบโตได้ในองค์การ ผลจากการวิจัยพบว่า ศูนย์ปฏิบัติการของธนาคารพาณิชย์แห่งหนึ่งนำการหมุนเวียนงานมาใช้ แต่มิได้มีการกำหนดเป็นนโยบายและกระบวนการอย่างชัดเจน รวมทั้งวัตถุประสงค์ของการหมุนเวียนงานที่เกิดขึ้นมิได้ทำขึ้นเพื่อพัฒนาพนักงานให้มีความรู้ ทักษะ และประสบการณ์ ตามที่ปรากฏในทฤษฎีทางการบริหารทรัพยากรมนุษย์เป็นหลัก แต่ทำขึ้นเพื่อแก้ปัญหาในเรื่องอัตรากำลังไม่เพียงพอ ส่งผลให้ทุกฝ่ายที่มีส่วนเกี่ยวข้องกับการหมุนเวียนงาน มีมุมมอง แนวคิด และความรู้สึกในแง่มุมเชิงลบ รวมทั้งยังแสดงให้เห็นได้ว่า การหมุนเวียนงานก่อให้เกิดปัญหาและอุปสรรคมากมาย ซึ่งทำให้การหมุนเวียนงานที่เกิดขึ้นในปัจจุบันไม่ประสบผลสำเร็จ

Abstract

          This research aims to study a job rotation policy and process within an operation center of one commercial bank. This research provides a new perspective of leader and employee and their standpoints toward a policy and processes as well as consequences of implementing the job rotation. A qualitative approach was applied. Data were collected from an in-depth interview with a semi-structure and a participative observation on three target groups consists of leaders, rotated employees and un-rotated employees. Related Internal document were investigated to support the finding.
          The job rotation is a beneficial method and a sufficient way to develop employees skills, knowledge, capabilities and further develop themselves and stay in an organization. The research revealed that an operation center of a commercial bank has implemented a job rotation plan without a clear policy and strategy. Moreover, an objective of the job rotation was not based on developing knowledge, skills and proving an experiences for the rotated employee. It did not align with human resource management concept. The job rotation was used in solving a temporary staff shortage. Therefore, it affected all target groups and staffs negatively. This turned to be more problematic than beneficial, so the job rotation implemented policy and process in this unit was not successful.
